Fear. I think fear causes people to not want to change, leading to inaction. I think fear cause people to deny climate change exists because of the implications of accepting the reality of climate change. I think fear of economic disruption leads to short-term focus and decision-making. I think fear of the consequences of climate change, such as resource scarcity, displaced communities and international tensions, causes conflict and hinders cooperation.
