One of the most effective policy approaches that has helped farms install solar is "community solar with agricultural dual-use incentives", like the Massachusetts SMART Program (Solar Massachusetts Renewable Target) with its Agrivoltaics Incentive. Their program gives extra payments per kilowatt-hour are offered if the solar panels are installed in a way that allows continued agricultural production underneath—such as grazing, shade-tolerant crops, or pollinator-friendly planting. They also provide long-term, stable payments for energy produced (a predictable 10–20-year income stream), which reduces financial risk and makes solar a viable business investment for farmers. The program includes "adders" — extra payments — for: Agricultural land use, Pollinator-friendly design, Storage integration (e.g., batteries).
